REVISED STATEMENT OF SIGNIFICANCE, CONTEXT, 2010
What is significant?
The c1890s stone cottage and the surrounding site to the title boundaries.
How is it significant?
The cottage is historically and aesthetically significant to the Shire of Nillumbik.
Why is it significant?
The cottage is historically significant for its association with one of Warrandyte's first settler families, the Lowes - Frank and Joseph Lowe (professor and teacher of dance) built it by hand, and later owners William Alexander Osborne and Ethel Osborne (medical researchers and conservationists) (Criterion H). Also as a rare surviving example of an early farmhouse in North Warrandyte, demonstrating the simple life characteristic of the area in the 19th century (Criteria B & A). It is of aesthetic significance as a highly picturesque yet representative stone and timber rural cottage of the mid to late 19th century, enhanced by its spectacular and mature landscaped setting (Criteria E & D).

"White Cottage" is situated at nos; 28-30 Osborne. Road, North Warrandyte. It is understood to have been built by Frank and Joseph Lowe for Frank Lowe in the late 1890s, the Lowes having been connected with the locale since 1884. It is of historical and aesthetic significance and is important. also for its associations with noteworthy people.
It is historically significant (Criterion A4) as a rare surviving early farmhouse in North Warrandyte having survived various bush fires and' demonstrating aspects of the simple life that must have been a characteristic of the area during the nineteenth century. It role as a retreat for the Osbornes and their Melbourne University friends is also of historic interest for its time. It is of aesthetic significance (Criterion El) as a highly picturesque yet representative stone and timber rural cottage of the mid to late nineteenth century, enhanced by its spectacular and mature landscaped setting. The rugged construction of the stone cottage is of note for its capacity to demonstrate the somewhat crude skills of its owner builders, the Lowes. "White Cottage" is significant (Criterion HI) for its associations with one of North Warrandyte's earliest settler families, the Lowes and with their successors, the Osbornes and for the presumed distant connection with William R.Guilfoyle, director of Melbourne's Royal Botanic Gardens from 1873 to 1909.
RECOMMENDATION:
Recommended for inclusion in the Australian Heritage Commission Register and the Schedule to the Shire of Nillumbik Planning Scheme with control over paint colours, interior alterations and the removal of trees.

White Cottage, 28 Osborne Road, North Warrandyte - Physical Conditions
A picturesquely situated farm house consisting of a presumed earlier part of rendered stonework with a hipped corrugated iron clad roof and a later hipped roof addition and more recent accretions. The presumed original section has a symmetrical facade with a single door and double hung windows either side. There is a chimney at the rear and the interior linings are of painted timber. The addition is timber framed with weatherboard linings. There is a coved ceiling and varnished Baltic Pine linings inside. The house is situated on a ridge with an encircling post and rail fence, oak tree, pines and distant views.
