Built in 1858 by John Burrow - Architect Surveyor for Portland.CLIFF STREET TUNNEL, PORTLAND - Interpretation of Site
It was believed to be a tunnel - constructed to give access for prisoners to the old gaol from the foreshore. Records show it is a drain built for waste water linked from the old gaol onto the foreshore.
