Statement of Significance
The two-storey building at 31-33 Napier Street, St. Arnaud, makes a significant architectural contribution to the predominantly Victorian and Federation streetscape. This building appears to have been constructed between 1913 and 1918, and apart from part of the ground floor shopfront, it is reasonably intact.
Although partially altered, the two-storey building at 31-33 Napier Street is architecturally significant at a LOCAL level. It demonstrates original design qualities of a Federation austere Free Classical style. These qualities include the battlemented-like parapet, having raised central bays and projecting concrete cappings, with two incised rectangular title panels below. Other intact or appropriate qualities include the two storey height, brick construction (but not painted), two first floor bays with pairs of single, double hung windows flanked by brick pilasters with stylised geometric capitals, first floor stringcourse, broadly projecting bullnosed verandah clad in galvanised corrugated iron, round cast iron columns with decorative capitals, and the stylised timber verandah brackets with circular punctuations. The form and proportions of the right-hand ground floor shopfront also contributes to the significance of the place.
The two-storey building at 31-33 Napier Street is historically significant at a LOCAL level. It is associated with commercial developments in St. Arnaud in the early 20th century.

The two-storey building at 31-33 Napier Street, St. Arnaud, makes a significant architectural contribution to the predominantly Victorian and Federation streetscape.
The two storey, brick (later overpainted) Federation austere Free Classical styled building is characterised by battlemented-like parapet, having raised central bays and projecting concrete cappings. Below are two incised rectangular title panels (currently blank).
The first floor has two bays with pairs of single double hung windows flanked by brick pilasters with stylised geometric capitals. At window head height is a stringcourse that stretches across the whole facade.
The ground floor is denoted by the broadly projecting bullnosed verandah clad in galvanised corrugated iron. It is supported by early round cast iron columns with decorative capitals (although the capital is missing on one column). Other early decorative features include the stylised timber verandah brackets with circular punctuations, although the brackets on the two side columns are also missing.
Parts of the aluminium framed and glazed shopfronts and tile surrounds to the left-hand side have been introduced, while the shopfront to the right-hand side may be close to original.
