Statement of Significance
The former drapery store, 59-61 Napier Street, St. Arnaud, makes a significant architectural and visual contribution to the predominantly Victorian and Federation streetscape. This building was constructed in 1895 to a design by William Kell, architect, for the prominent local draper, N.J.A. Reed. The building served as a drapery into the 20th century, when it was taken over by Dimelow's and later Goldings.
The former drapery store is architecturally significant at a LOCAL level. It demonstrates original design qualities of a Late Victorian commercial style. These qualities include the streamlined parapet with a moulded projecting cornice and narrow and wide bays within incised rectangular panels, and broad skillion verandah (clad in galvanised corrugated iron). Other intact or appropriate qualities include the stop chamfered timber verandah columns, single storey height, rendered brick wall construction (but not overpainted colour), metal framed shopfront windows, ingoes, timber framed and glazed doors, rendered brick surrounds, decorative leadlight highlights and tiled ingo floors.
The former drapery store is historically significant at a LOCAL level. It is associated with the development of N.J.A. Reed's drapery business from 1895 until the 20th century, when the building was occupied by Dimelow's and later by Goldings. Reed was a prominent and well-established draper in St. Arnaud, having initially occupied another building from 1869. The former drapery store also has associations with the architect, William Kell.
The former drapery store is socially significant at a LOCAL level. It is recognised by the St. Arnaud community as having public value as one of the surviving late 19th century commercial (and later 20th century) drapery stores in the town.
Overall, the former drapery store is of LOCAL significance.

The former drapery store, 59-61 Napier Street, makes a significant architectural and visual contribution to the predominantly Victorian and Federation commercial streetscape.
The single storey, rendered brick (with recent overpainting), Late Victorian commercial styled building is characterised by a streamlined parapet having a moulded projecting cornice and narrow and wide bays within incised rectangular panels. A broad skillion verandah clad in galvanised corrugated iron and supposed by stop chamfered timber columns helps to accentuated to the horizontal nature of the design.
The ground floor shopfronts appear to be early. They feature metal framed shopfront windows, ingoes, timber framed and glazed doors, rendered brick surrounds, decorative leadlight highlights and tiled ingo floors.
