Statement of Significance
The Returned Soldiers' Memorial Hall was opened on 15 November 1921 by the Earl of Stradbroke as a permanent memorial to all those from Bendigo who served in World War One and particularly to those who died in service. The design of the memorial hall characterised by stripped and distorted classicism popular with public buildings of the early twentieth century, was by local architect Mr GD Garvin of the architectural partnership, W Beebe and GD Garvin. The memorial hall was planned to provide accommodation for a club for returned soldiers, a band rotunda and a publicly accessible honour roll. on Anzac Day, 1926 the Honour Roll, with 2300 names on bronze tablets fitted on the wall of the loggia of the Memorial was unveiled.

Why is it significant?
The Memorial is of architectural importance as an unusual example of a war memorial hall designed to accommodate a band rotunda on the roof. The building has well designed external detailing, integrating symbolic memorial wreaths and flags characteristic of war memorials with more standard classical architectural features. The Bendigo Returned Soldier's Memorial is of historical and social importance as a large intact memorial hall commemorating the citizens of Bendigo and region who served and gave their lives during World War I.

The Soldiers' Memorial Hall is a rendered brick building on a prominent site in the Rosalind Park precinct addressing Pall Mall, Bendigo.
The building is constructed on a reinforced concrete raft foundation on a rolled stone base. The building comprises an arcaded entrance loggia surmounted by a masonry band rotunda with a one storeyed extension to the rear of less architectural pretension. The building is designed with classical detailing and massing, although its composition is more baroque and quite unusual, dominated by the open band rotunda surmounting the building.
The open loggia facing south to Pall Mall houses nine large brass tablets of the honour roll on the northern wall. The arcade extends along the southern side of the loggia and returns one bay to meet the eastern and western sides of the building. The round headed arches are separated by round engaged columns, partially fluted, with stylised ionic capitals and mouldings of limp flags and wreaths on the columns and entablature. Surmounting the loggia is a Italianate balustrade parapet. The southern wall of the building has a central projecting bay which steps out and is aligned with the octagonally planned band rotunda surmounting the building.
The band rotunda comprises a number of single ionic columns supported a high octagonally planned dome. (Strictly not a dome which always has a circular base but a domical vault on an octagonal base. ) Small gablets pierce each segment of the roof of the dome and surmounting the whole is a small ventilating lantern from which a flag pole projects.

Constructed from 1921 to the design of architect, Harry A Norris, the building employs a similar neo-classical architectural style to that employed by Garvin at Bendigo.

The Returned Soldiers' Memorial Hall was opened on November 15th 1921 by the Earl of Stradbroke as a permanent memorial to all those from Bendigo who served in the First World War, and especially for those who died in service. Most of the funds for the erection of the hall were raised by public subscription. A further £2000 was voted by Bendigo City Council to enable the entire design to be carried into effect. The design of the memorial hall was by local architect Mr GD Garvin of the architectural partnership, W Beebe and GD Garvin. The memorial hall was planned to provide accommodation for a club for returned soldiers, a band rotunda and a publicly accessible honour roll. On Anzac Day 1926, the Honour Roll, with 2300 names on bronze tablets fitted on the wall of the loggia of the Memorial was unveiled. The roll was funded by public subscription.
