Office - Physical Description 1
This building is a charming and unique eclectic composition divided into 3 bays by storied pilaster elements with decorative recessed panels and a frieze above containing a lush festoon in each bay. Above this are plain panels, perhaps designed for sign writing, surmounted by a central name plate block flanked by urns and topped by a pediment with the rising sun motif. Urns or balls have been removed from the parapet corners. A modern entrance door is surmounted by a delightfully light arch metal fanlight of radiating spokes, and on each side the two tier shop windows have unusual decorative panels below and above.
Internally there is nothing of note. This building has certain similarities to the Counsel Chambers (26 Lydiard Street); both have facades divided into 3 bays with delicate, eclectic relief decoration. However this building is more ornate, and provides a unique example of a late single storied classical office design overlay with ornate eclectic decoration. It is in good condition and provides an important streetscape element. In 1881 this site was owned by R.H. Bullock, Geelong, gentleman. In 1881 he sold it to, W.F.C. Kelly, barrister, who sold it to David Cooke in 1884 who retained the site until 1907. It would appear that the building was constructed during this time. Cooke's private residence was designed by Clegg, Kell and Miller.Heritage Study and Grading
