The Lieutenant-Governor of Victoria, Sir Edmund Herring, unveiled a soldiers' memorial at St. Cuthbert's Presbyterian Church, Brighton Beach on 13 November 1949, the Sunday closest to the anniversary of the signing of the Armistice in the First World War.
