Statement of Significance
Shire Hall at Penshurst was constructed in two stages in 1864 and 1887 as the municipal headquarters of the Shire of Mount Rouse. John S Jenkins, architect of Hamilton, designed the front building of 1864 as an axial plan single storey rock faced basalt structure with slate roof in a distinctive Italianate composition. Architect William Smith designed substantial matching rear additions in 1887.
The Shire of Mount Rouse Shire Hall and offices is an interesting Italianate style building erected of the ubiquitous western plains basalt at the time of formation of the Shire of Mount Rouse. The building is notable for the precisely detailed masonry construction and integration of the two stages of construction into a unified composition. The Shire hall has been the centre of municipal administration in the district in excess of one hundred years, with many historical associations of note.
