Statement of Significance
The house at 31-33 Millett Street appears to be relatively intact from the exterior. The Victorian style of the building suggests that it was constructed in the c.1880s.
The house at 31-33 Millett Street is historically and architecturally significant at a LOCAL level. It is associated with residential developments in St. Arnaud in the 1870s and 1880s, and it demonstrates original design qualities of a Victorian style. These qualities include the symmetrical composition, the single storey height, the double gable roof forms that traverse the site, and the ogee form verandah that projects towards the street frontage. Other intact qualities include the painted and lapped galvanised corrugated iron roof cladding, the brick wall construction, the two brick chimneys with simple corbelled tops, the narrow eaves, the timber framed double hung windows and central doorway, and the decorative features (the cream painted brick quoinwork about the window and door openings, and the cast iron verandah valances, brackets and columns). The landscape and garden of the property contributes to the significance of the place.
Overall, the house at 31-33 Millett Street is of LOCAL significance.

House, 31-33 Millett Street, ST ARNAUD - Physical Description 1
The site at 31-33 Millett Street spans two allotments which were originally sold in 1879. The house on the site is situated to one side, with a large garden on the east side and to the rear. There is a small front yard with a frontage of approximately 4 metres. The front is bound by a timber picket fence, approximately 1200 mm high. Trees, shrubs and flower gardens are a distinctive feature of the site. The Victorian style of this house suggests that it was constructed in the c.1880s.
The symmetrical, single storey, painted brick, Victorian styled house is characterised by double gable roof forms that traverse the site, together with a ogee form verandah that projects towards the street frontage. These roof forms are clad in painted, lapped galvanised corrugated iron. Two brick chimneys with simple corbelled tops adorn the gable ends of the roofline. Narrow overhangs are a feature of the eaves. The symmetrical composition is emphasised by the early timber framed double hung windows that flank a central doorway.
Early decorative features of the design include the cream painted brick quoining about the window and door openings, and the cast iron verandah valances, brackets and columns.
