Statement of Significance
The Old Victoria Inn Hotel, 121-123 Napier Street, St. Arnaud, makes an important contribution to the streetscape of the town as a predominantly intact example of Victorian Filigree commercial design.
The Old Victoria Inn Hotel is architecturally significant at a LOCAL level. It demonstrates original design qualities of a Victorian Filigree style. These qualities include the two storey balcony and verandah with bullnosed galvanised corrugated iron roof form, worked stop chamfered timber balcony and verandah columns, cast iron lace valances and balustrade. Other intact qualities include the blind parapet arcade of segmental arches, central segmental pediment and crowning urns; carriage way with early cast iron gates; ground floor shop front; door and window openings; six panelled timber doors with highlights on the ground floor; and the timber framed doors and double hung windows on the first floor.
The Old Victoria Inn Hotel is historically significant at a LOCAL level. It is associated with the development of the Victoria Hotel by Richard Pettit in 1873, and as a long-standing hotel business until the present day.
The Old Victoria Inn Hotel is socially significant at a LOCAL level. It is recognised and valued by the St. Arnaud community as a local meeting place for social interaction.
Overall, the old Victoria Inn Hotel is of LOCAL significance.

The Old Victoria Inn, 121-123 Napier Street, ST ARNAUD - Physical Description 1
The Old Victoria Inn Hotel, 123 Napier Street, St. Arnaud, makes a highly important architectural and visual contribution to the predominantly Victorian and Federation streetscape. The hotel forms a distinctive landmark at an important point where Napier Street splays to the north-west.
The two storey, rendered brick, Victorian Filigree styled Hotel building is characterised by its roof parapet and two storey balcony and verandah. The blind parapet arcade of segmental arches is centrally crowned by a segmental-like pediment, but the particular feature along the parapet are the regularly placed urns. Below the parapet is the bullnosed galvanised corrugated iron verandah supported by worked, stop chamfered timber columns. Both the balcony and verandah are decorated with early cast iron lace valances (of differing patterns), while the balcony also has an elaborate cast iron balustrade.
A feature of the ground floor is the carriage way with early cast iron gates. This large opening is flanked by an early shop front on one side, and early door and window openings on the other. The six panelled timber doors with highlights also appear to be early, but the windows are altered. On the first floor, the segmentally arched windows and doors appear to be early. Also introduced are the tiled base walls on the ground floor and the white painted finish over the brick wall construction.
