Statement of Significance
The Public Buildings Reserve, which was created in 1856, forms an identifiable focus in Portland. This area appears in several early illustrations as teh F.W. Birmingham map of Portland as a group of small stone structures. Each building had a separate use and its relative importance within the group was expressed in the quality and extent of its architectural detailing. In recent years, the integrity of the Government precinct has been diminished by the demolition of several of these picturesque stone structures, however a sufficient number survive along Cliff Street to form an identifiable group and thus constitute one of Portland's most important historic precincts.
