Statement of Significance
The War Memorial off the Joel Joel Crowlands Road at Joel Joel, has significance as a local, important commemorative icon. The War Memorial commemorates those soldiers who fought in the Great War (1914-1919) and those killed in action in the Second World War (1939-1945) and appears to have been erected soon after the close of the Great War in c.1919.
The Joel Joel War Memorial is historically and aesthetically significant at a LOCAL level. The War Memorial is associated with the local soldiers who fell in the Great War between 1914 and 1919, together with those killed in action in the Second World War between 1939 and 1945. The Memorial demonstrates important visual qualities. These qualities include the granite obelisk with the lead lettering listing those soldiers who fell in the First and Second World Wars. The Joel Joel War Memorial is socially significant at a LOCAL level. It is recognised and valued by the Joel Joel community and surrounding district for commemorative reasons. Overall, the Joel Joel War Memorial is of LOCAL significance.

Joel Joel War Memorial - Physical Description 1
The War Memorial consists of a narrow granite obelisk having an elongated base and stepped plinth. Fence posts and round steel rails define the memorial boundaries. Lead lettering affixed to the memorial lists the names of the soldiers who fought and died in the First World War (1914-1919). There is also an inscription that reads: "To The Honour of the Living and the Everlasting Glory of the Dead who Fought in the Great War 1914-1919." Added to the memorial is an inscription of those soldiers killed in action in the Second World War 1939-45.

The Joel Joel Memorial, on the Joel Joel Crowlands Road, was erected in 1922 to commemorate the First World War. The Memorial consists of a narrow granite obelisk having an elongated base and stepped plinth. Fence posts and round steel rails border the memorial. Lead lettering affixed to the memorial lists the names of the soldiers who fought and died in the First World War. There is also an inscription that reads: "To The Honour of the Living and the Everlasting Glory of the Dead who Fought in the Great War 1914-1919." Added to the memorial is an inscription of those soldiers killed in action in the Second World War.
In June 1918, The Stawell News reported that: " the Joel Joel folk are pushing on with the work connected with the Avenue of Honour to perpetuate the memory of soldiers who enlisted during the Great War." This idea appears to have not been executed as The Stawell News on June 22nd 1921 reported:
" A meeting of the Joel Joel Red Cross Ladies was held in the Joel Joel Hall on Wednesday last to consider a request from the central executive that the Joel Joel branch be reformed. Those present generally expressed the opinion of the those who had done so well during the war would be only too willing to join up again if necessity arose, but at present there seemed no need for reforming a branch. The first move towards patriotic work should be the erection of a district fallen soldiers memorial."
In September 1922, the Stawell News reported on work undertaken by the Shire Engineer on progress of the memorial:
" At the request of the ladies committee of the Joel Joel Soldiers Memorial and on the instructions of your President, I met representatives of the committee and a site was selected for the memorial at the intersection of the Joel Joel, Landsborough and Crowlands Road, near the late Miss Smiths'. I laid out the site tentatively so that the inscription will face the Landsborough Road, but if on further consultation, it is desired to alter the triangle, this can be arranged for during erection of the memorial."
The unveiling of the memorial took place on Saturday October 28th 1922 and was reported at great length by the Stawell News on Wednesday November 1st 1922. The memorial was constructed by the local monumental masons Messrs. Robson and Gray. Mrs. Frank Hall and Mrs. J. McInnes were the secretaries for the fund and with the President of the Stawell Shire Council, Cr. D. Williams, they were responsible for the unveiling ceremony. Mr. R.F. Toucher MLA in his speech stated:" It was a fine thing to see monuments jotted around the country like those at Concongella, Joel Joel and other places." Out of the small district of Joel Joel, forty-five men had enlisted and nine had given their lives in sacrifice. An inscription added c.1945-46 lists six soldiers killed in action in the Second World War.
