C Listed - Local Significance
The building at 31-33 Mount Pleasant Road is aesthetically significant at a LOCAL level. Although substantially altered, it still demonstrates original design qualities of the mid Victorian style. These qualities include the symmetrical, hipped slate roof form, rendered chimneys with cornices, and the worked timber eaves brackets. The exotic palm and Morton Bay trees on the site contribute to the significance of the place. The building also makes a significant contribution to the predominantly single storey Edwardian and interwar Californian Bungalow streetscape.
The building at 31-33 Mount Pleasant Road is historically significant at a REGIONAL level. It is associated with the former Shire of South Barwon, having previously functioned as the Shire Hall, Offices and Free Library until 1978.
The building at 31-33 Mount Pleasant Road is socially significant at a REGIONAL level. It is recognised by the community as having public value as an adult education centre and is held in high esteem for its past associations with the former Shire of South Barwon.
Overall, the building at 31-33 Mount Pleasant Road is of LOCAL significance. It is highly recommended that a Conservation Management Plan be carried out on the property.

DESCRIPTION
The site at 31-33 Mount Pleasant Road has visual connections with the recent flowering gum tree-lined streetscape and to the Belmont Common to the east. This building is set in a streetscape formed by predominantly Edwardian and interwar Bungalow single storey homes. The building has narrow front and wide side setbacks, due to the large size of the block. These setbacks are shown on the 1927 GWST Plan of Drainage. Substantial Palm and Morton Bay trees are located on the site.
The substantially altered single storey, symmetrical, painted brick Victorian styled building is characterised by an early slate hipped roof form, together with later battlemented parapet extensions that project to the street frontage and to the sides. Two early large rendered corbelled chimneys adorn the original roof line.
Subsequent alterations have also occurred to the front extensions. An inappropriate, central entrance portico, supported by timber posts with lattice between, is a particular focal point. The battlemented parapet forms have 1960s double hung windows that wrap around the corners.
Early decorative features of the original design include the worked timber eaves brackets.
