Statement of Significance
Building Statement of Significance:
An imposing building in a flamboyant Renaissance manner carried out in beautiful material (stone). Such buildings contributed a tremendous amount towards making Melbourne the city it became. Designed by S. E. Bindley within the Public Works Office and completed in 1893.

Public Art Statement of Significance:
John Simspon Mackennal's high relief, Law, is significant as a rare surviving example of a scale of architectural sculpture once common in Melbourne. It is also significant as an integral expressive and informing component of one of Melbourne's exceptional collection of public buildings, whose elaborate roof gable motif give this particular example extra quality and significance.
