Statement of Significance
This large single-storey brick villa is of State historic significance as the first property to be purchased in Victoria by the Red Cross for use as a convalescent home for soldiers returned from World War One. It was the second property to be purchased by the Red Cross for this use in Australia.
Novar is of local historic significance for its connections to late nineteenth and early twentieth century Ballarat history. Novar was designed by the architects E. James & Co. and built for E W Stephens, a legal manager for various local mining companies evoking the prestige of mining in Ballarat. It was then occupied by a mayor of Ballarat, John Heinz, and his family before being purchased by the Red Cross as a convalescent home and private hospital. It became increasingly a private hospital until its sale in 1956.
