What is significant?
The Westbourne Street Precinct, comprising houses at 1-17 and 2-20 Hall Street, 1-15 Newman Street, and 1-17 and 24 Westbourne Street.
How is it significant?
The Westbourne Street Precinct is of local historical and architectural significance to the City of Moreland.
Why is it significant?
The Westbourne Street Precinct is of local historical significance for the group of substantially intact modest brick bungalows built by and for the War Services Homes Commission (WSHC) in the 1920s which are representative of the means by which the WSHC met the housing needs of returned servicemen in a period of severe housing shortage.
The Westbourne Street precinct is of local architectural significance as a mixture of private housing and substantially intact WSHC housing. Notable architectural features of WSHC housing include relatively austere bungalow designs, built in red brick with gabled terracotta tiled roofs, simple brick piers to front porches, and plain glazing. Intact examples of WSHC bungalows include 15, 16, 18, and 20 Westbourne Street and 6 Hall Street. As a whole the Westbourne Street Precinct is a representative example of 1920s residential development generally.

The Westbourne Street Precinct is a residential area comprising predominantly brick inter-War bungalows, several of which were built by the War Service Commission Homes Commission in the 1920s. These bungalows are relatively austere, of red brick with gabled terracotta tiled roofs, simple brick piers to front porches, and plain glazing. Intact examples of WSHC bungalows include 15, 16, 18, 20 Westbourne Street and 6 Hall Street.
Street planting in the Precinct includes Melaleuca and other natives. Traditional street elements retained include bluestone kerbs and guttering and asphalt footpaths in Hall, Newman and Westbourne Streets.Heritage Study and Grading
