Statement of Significance
What is significant?
The Travancore Estate precinct, which is a residential area comprising housing constructed during the inter-war and early post-war period the site of Flemington House, the magnificent mansion and parkland established by Hugh Glass in the second half of the 19th century, and re-named Travancore by its second owner, Henry Madden, is significant. The following buildings and features contribute to the significance of the precinct:
- The houses and flats constructed during the inter-war and early postwar era in Baroda, Cashmere, Flemington, Lucknow, Madura and Mooltan streets.
- The Church of St George and manse at 41 Baroda Street.
- The inter-war shops in Mt Alexander Road.
- The mature trees, front gates and other remnant features associated with the Travancore estate, now part of the Flemington Primary School grounds.
- Flemington Primary School, as constructed in 1922.
The houses 56 Baroda Street (HO35), 183 (HO45) & 197-99 (HO46, H1202) Cashmere Street, 21 Lucknow Street (HO134) and 95 (HO75) Mooltan Street and the flats at 121-137 (HO133) Mooltan Street are Significant and also contribute to the precinct.
Non-original alterations and additions to the Significant and Contributory houses and flats, and the houses and flats and other buildings at 76 Baroda St, 80 Flemington St, 39 Lucknow St and 43 Mangalore St are not significant.
How is it significant?
The Travancore Estate precinct is of local historic, architectural and aesthetic significance to the City of Moonee Valley.
Why is it significant?
It is historically significant as an illustration of the significant residential development that occurred in Travancore during the inter-war period and early-postwar periods as a consequence of mansion estate subdivisions, and for the associations with Hugh Glass and Henry Madden. It is also significant for the collection of inter-war government buildings, designed for the progressive health care and/or education of children. (Criteria A, D & H)
It is architecturally and aesthetically significant as a small, cohesive and intact inter-war estate that forms a distinct visual entity from surrounding streetscapes. (Criteria D & E)

Travancore - Physical Description 1
Travancore is situated on Flemington Hill in a wedge of land bounded by the Moonee Ponds Creek, Mt Alexander Road and Baroda Street. The small suburb comprises just 7 streets, the longest being the serpentine Mooltan Street. All have names associated with India and most have rear laneways. The houses and flats within the precinct predominantly date from the inter-war period, with two periods of development evident in the 1920s and mid to late 1930s, with a smaller number of houses from the early post-war period.
The Travancore Developmental Centre is located on the site of the former mansion, and its parkland surrounds still exhibit remarkable examples trees planted by Hugh Glass. The Centre, and Flemington State School next door, occupy the highest land, their historic grounds and landmark trees lending a great deal to the unique, timeless qualities of this small, inner suburban estate. Further historic elements of the Glass period include the mansion's monumental gates, now at the entrance to the State School. These were shifted from the formal entry previously near Flemington Street. A section of the ironwork bears the heraldic emblem of the Glass family. Evidence of the mansion's long garden terrace remains apparent in the grounds sloping down from the hilltop and the site in general has the potential to yield more information from archaeological investigation.
